This Norad Fellowship presents the opportunities offered by Norwegian universities and university colleges for Master’s degree courses financed by The Norwegian Agency for Development Cooperation (Norad). The Norwegian Centre for International Cooperation in Higher Education (SIU) is responsible for administering the Norad Fellowship Programme. SIU is a public administrative body under the Ministry of Education and Research.

The Norad Fellowship Programme is based on a vision that good educational opportunities at universities and university colleges in Norway contribute to increased competence in developing countries. Norwegian strategies for development cooperation are emphasising the importance of education in the fight against poverty and as a prerequisite for growth. Strengthening higher education and research lend support to developing countries’ knowledge base and competence building. Support for higher education is also essential for capacity building in the public administration, and in areas such as health and education.

Most of the courses in the Norad Fellowship Programme are held in Norway, and are offered in fields where Norwegian institutions have an international standing. The courses offer you the benefit of a high academic quality education in a culturally mixed environment. The degree courses are designed for an international market and should be relevant for the fellows' home professions. The courses demanding a thesis give the fellows the opportunity to choose a theme relevant to his/her home professions and carry out research in their own country.

In total, approximately 90 Norad fellows may be enrolled annually. The number of received applications last year exceeded 2200. The seven Norwegian universities and university colleges offering courses in the Norad Fellowship Programme in 2006 are: Bodø University College (HiBo), Norwegian University of Life Sciences (UMB), Norwegian University of Science and Technology (NTNU), University of Bergen (UiB), University of Oslo (UiO), University of Stavanger (UiS) and University of Tromsø (UiTø).

Nanyang Technological University has established an APEC Education Hub in the area of Bussiness Studies is offering a number of APEC Scholarship to outstanding candidates from the following APEC member economies to pursue a full time MBA Programme at this University

The Indonesia programme offers two fully-financed scholarships for the two-year Master's programme The Theory and Practice of Human Rights , starting in August 2006. Qualified Indonesian students are invited to apply.

Description and aim of the Master's programme

The Master's programme focuses on human rights in theory and practice. International human rights are analysed from legal, political and philosophical points of view. Human rights law is approached as a part of public international law at global and regional levels. Different levels of implementation are examined - international, regional and national. The legal as well as the political forms of implementation are considered also. Building on a basic knowledge and understanding of the normative and institutional framework, contemporary issues relating to terrorism, religion, ethnicity and women are studied. Attention is also given to the philosophical and political aspects of the human rights system.

The programme aims at developing your research and analytical skills, your capacities to identify issues and problems relating to the realization of human rights, and your ability to contribute to the resolution of these issues and problems. The programme is multidisciplinary and interdisciplinary. The main focus is international human rights law, but the programme also includes topics in the Social Sciences and Humanities.

Who can apply – and how?

The Master's Degree is meant for students holding a successfully completed Bachelor's Degree of at least 3 years' duration (equivalent to the Indonesian degree S1). Priority is given to applicants with a law degree or with a major in law, political science and/or philosophy (a major constitutes approximately one and a half years of full-time university-level studies in that subject). In addition applicants must document their proficiency in the English language, proven by a score of at least 550 on the written TOEFL test or 6.0 or better on the IELTS (academic) test.

The Indonesia Programme will consider suitable candidates on the basis of a pre-application form and a written statement. In their statement, applicants must explain in English their background, education and work experience, as well as their personal motivation for applying (about 1 page). The completed form (hard copy) and the statement should be sent to:

Brunel International Scholarships



The Brunel International Scholarship Scheme for 2006 has now been launched and application forms will be available from November 2005.   

Students are only eligible to apply for a scholarship if they are holding an offer for a taught Masters programme at Brunel University.

There are 2 categories of scholarship:

The Brunel International Ambassador Scholarship
5 scholarships of full tuition fees for students undertaking a 1-year Masters programme.

The Brunel International Bursary
10 bursaries of 50% of full tuition fees for students undertaking a 1-year Masters programme.

Netherland Fellowships Program

The Netherlands Fellowship Programmes (NFP) are demand oriented fellowship programmes designed to foster institutional development. The NFP is initiated and fully funded by the Netherlands Ministry of Foreign Affairs from the budget for development cooperation. This ministry has contracted the Netherlands organization for international cooperation in higher education (Nuffic) to administer the NFP.
The overall aim of the NFP is to help alleviate qualitative and quantitative shortages of skilled manpower and to do so within the framework of sustainable capacity-building directed towards reducing poverty in developing countries.

More specifically, the NFP is focused on meeting the need for further training and capacity-building in developing countries. To maximize the fellowships' impact on capacity-building, NFP funded training must be linked to the institutional development of organizations. A wide range of organizations are eligible —
governmental, private and non-governmental. They can include educational institutions, planning agencies, ministries, community-based organizations, and private enterprises, for example.

The NFP target group consists of mid-career professionals who are already in employment and who are nationals of or working in one of 57 selected countries . While fellowships are awarded to individuals, the need for training must occur within the context of the organization for which an applicant works. The training must
help the organization to develop its capacity. This means that applicants must be nominated by their employers. In fact, an application without the support of an employer will not be considered. Half of the available funding from the NFP budget should be spent on fellowships for female candidates and for candidates from sub-Saharan Africa.

For mid-career professionals from organizations in developing countries, the NFP offers the following options:
·  Tailor-made training courses
·  Fellowships for PhD studies 
·  Refresher courses
·  Fellowships for short courses
·  Fellowships for master's degree programmes

For the PhD studies, short courses and master's degree programmes, NFP uses a two-step application procedure. Applicants must first gain admission to the course or programme they have chosen, and only then they can apply for a fellowship through a Netherlands embassy or consulate. The appropriate fellowship application forms are available at the Netherlands embassies and consulates or can be downloaded from this website.

To gain admission to a course or programme, an applicant has to contact the relevant institution directly. The required information can be found on the institutions' websites.

The lists of the master's degree programmes and the lists of short courses are the result of a survey of the Dutch post-secondary education sector conducted at the beginning of 2005. Providers whose courses were not accepted for inclusion in the list are able to appeal against Nuffic's decision, which means that at a later date a number of courses might be added to the list. If this occurs, Nuffic will immediately update the website version of the course list and will distribute addenda that can be enclosed with the printed publication. Therefore, interested individuals are advised to check the aforementioned websites regularly.

In addition to the Netherlands Fellowship Programmes, the Dutch foreign ministry also funds a programme for international cooperation focused on institution-building. This is the Netherlands Programme for Institutional Strengthening of Post-Secondary Education and Training Capacity (NPT) . Its aim is to help developing countries increase their capacity for providing post-secondary education and training, and to do so in a
sustainable manner.

StuNed Scholarships

Apakah StuNed?

StuNed, Studeren in Nederland atau studi di Belanda, adalah program beasiswa yang bertujuan membantu pembangunan Indonesia melalui peningkatan sumber daya manusia pada institusi-institusi di Indonesia. Setiap tahun sekitar 200 beasiswa penuh ditawarkan kepada mereka yang berkecimpung dalam pembangunan Indonesia untuk mengikuti master course, short course atau tailor made programme. Semua program menggunakan bahasa Inggris sebagai bahasa pengantar. Setelah menyelesaikan studi dan kembali ke Indonesia, para penerima beasiswa berkomitmen untuk berperan dalam pembangunan di Indonesia.

Program StuNed mengacu pada kebijakan pemerintah Belanda dalam rangka kerja sama pembangunan yang bertujuan untuk mencapai UN Millenium Development Goals pada tahun 2015. Untuk Indonesia, program kerja sama bilateral difokuskan pada peningkatan sektor-sektor yang memiliki keterkaitan erat dengan pembangunan seperti: pendidikan, pengelolaan air, sanitasi dan lingkungan, pembangunan berbasis masyarakat, pengembangan institusi, pemerintahan yang bersih dan hak-hak asasi manusia, gender, HIV/AIDS, kesehatan reproduksi dan kebudayaan (memperkuat jati diri budaya).

Sejalan dengan kebijakan pemerintah Indonesia, seperti yang dipaparkan dalam Poverty Reduction Strategy Papers (PRSP), peningkatan proses desentralisasi merupakan tujuan lain. Oleh karena itu, perhatian khusus diberikan kepada para kandidat yang bekerja di kantor pemerintahan tingkat daerah dan mereka yang bekerja di luar Jawa. StuNed juga menjunjung tinggi kesetaraan gender (minimal 50% perempuan).

Profil Kandidat
StuNed adalah program beasiswa yang secara khusus dirancang bagi para staf pemerintah (pusat dan daerah), staf LSM, staf pengajar PTN dan PTS serta wartawan. Karyawan perusahaan swasta yang bekerja di sektor-sektor yang terkait dengan pembangunan juga dapat ikut serta.

Kandidat StuNed yang ideal:
a. memiliki komitmen yang kuat terhadap pembangunan Indonesia;
b. memiliki kemampuan memimpin;
c. mampu menegaskan bagaimana studi di Belanda dapat meningkatkan pengembangan institusi dimana ia bekerja;
d. mampu menegaskan keterkaitan bidang kerjanya bagi pembangunan Indonesia;
e. berkomitmen memberantas korupsi.

Persyaratan umum:
* warga negara Indonesia; dibuktikan dengan: fotokopi KTP atau Kartu Dinas Pegawai Negeri, fotokopi paspor (berlaku sampai satu tahun setelah program studi dimulai). Diserahkan pada saat penyerahan aplikasi. Khusus untuk fotokopi paspor diserahkan setelah kepastian memperoleh beasiswa
* pendidikan minimal S1 atau yang setingkat dari universitas di Indonesia dan dapat menunjukkan bukti prestasi akademik (I.P.K. min. 2,75);
dibuktikan dengan: transkrip dan ijazah yang dilegalisir dengan tanggal dan tahun kelulusan tercantum jelas di dalamnya;
* pengalaman kerja minimal 2 tahun di institusi terakhir; dibuktikan dengan: pernyataan resmi dari pimpinan organisasi di atas materai yang menyatakan bahwa stafnya diizinkan untuk studi di luar negeri dan menjamin posisinya sampai yang bersangkutan kembali ke Indonesia; surat ini boleh diserahkan setelah pengumuman hasil seleksi, namun sebelum keberangkatan ke Belanda; khusus untuk pegawai pemerintah dan staf pengajar diminta untuk melampirkan fotokopi Surat Keputusan pengangkatan pegawai (SK); untuk staf LSM diminta menyertakan Laporan Tahunan LSM mereka yang paling akhir;
* mempunyai latar belakang pendidikan atau bidang kerja yang sesuai dengan pilihan studi program pascasarjana; Dijelaskan oleh pelamar dalam motivation statement:
* bersedia mengikuti dan menyelesaikan seluruh perkuliahan selama menerima beasiswa;
* memiliki kemampuan bahasa Inggris yang cukup baik (TOEFL computer based skor min. 213, atau ITP 550, IELTS 6); yang diterima hanya International TOEFL atau Institutional TOEFL (ITP) yang diakui. Nilai TOEFL berlaku hanya sampai 2 tahun. Untuk program dengan bahasa Belanda sebagai bahasa pengantar harus dapat menunjukkan bukti atas kemampuan bahasa Belanda; dibuktikan dengan: hasil skor yang asli, tidak boleh fotokopi. Pengecualian diberikan untuk skor TOEFL di bawah 550 selama universitas yang memberikan surat penerimaan menjamin akan meningkatkan kemampuan Bahasa Inggris mahasiswa yang bersangkutan sampai ke tingkat yang ditentukan;
* kondisi kesehatan yang baik; dibuktikan dengan: hasil tes kesehatan setelah kepastian memperoleh beasiswa;
* Tidak menempuh studi di luar negeri dalam kurun waktu 2 tahun terakhir ini;
dibuktikan dengan: daftar riwayat hidup, informasi yang dicantumkan dalam formulir yang disahkan dengan materai, fotokopi paspor;
* diterima di salah satu program pascasarjana yang diselenggarakan oleh lembaga pendidikan tinggi di Belanda untuk tahun ajaran 2005; dibuktikan dengan: surat penerimaan dari universitas yang mencantumkan dengan jelas di dalamnya tanggal awal dan akhir program studi yang dipilih, total biaya perkuliahan dan nama program studi;

* per tanggal 1 September 2005, usia tidak lebih dari 40 tahun untuk pria, dan 45 tahun untuk wanita;
Dibuktikan dengan: fotokopi KTP atau paspor.
